The short version

  • The Bihar Public Service Commission issued the TRE-4 notification on August 18 for 32,388 teacher posts.
  • Applications are scheduled to open from September 1.
  • Agitation continues to press for cancellation of the 70th BPSC combined competitive examination.

The Bihar Public Service Commission issued its TRE-4 teacher recruitment notification on August 18, for 32,388 posts, with applications opening from September 1, according to The New Indian Express.

The notification is the formal event; the agitation is the story. Indian Express reported that the protests over the teacher recruitment cycle continued through the week, with demonstrators demanding the cancellation of the 70th combined competitive examination rather than the announcement of a replacement.

What the demonstrators are pressing for

  • Cancellation of the 70th BPSC combined competitive examination and a fresh paper.
  • A single-stage examination instead of the multi-stage format in use.
  • Withdrawal of negative marking from the examination scheme.

Indian Express's explanation of the TRE-4 cycle set out why the arithmetic matters to the candidates rather than to the commission. TRE-4 is a separate recruitment: it can add posts without resolving the outstanding combined competitive examination, which is precisely what the demonstrators say it does.

Thirty-two thousand posts is a large number by any standard and an easy number to use politically. What candidates are asking for is not more posts but a calendar they can plan a career around.

Why the state is running an outreach camp

The state government's answer to the street has been institutional rather than legislative. The Hindu BusinessLine reported that Bihar has begun monthly camps to resolve student grievances, a format that puts officials and student representatives in the same room on a fixed date instead of on the pavement.

Camps work for grievances that have a form to fill. They do not settle the question of whether an examination that has already run is valid, and that question is the one the demonstrators are asking.

  • The date on which TRE-4 applications close, and the examination date announced after that.
  • Any government order on the 70th combined competitive examination.
  • Whether the monthly grievance camps produce a published list of commitments.
