A day before the planned Jantar Mantar protest against the election commission, Delhi Police said Section 163 was in force and any gathering would be illegal. Delhi Police has warned against the Cockroach Janta Party's planned protest for 10 October, stating that Section 163 of the Code of Criminal Procedure is in force in the national capital and that any gathering would be considered illegal. Deputy Commissioner of Police Shrishti Pandey made the warning, according to a report published by The Economic Times on 9 October.

The security build-up

The scale of the deployment ahead of the protest has been reported in detail. NDTV reported on 8 October that 23,000 personnel were deployed and that barricades were being put in place across the city. The Union Home Ministry approved the deployment of 221 Central Armed Police Force companies between 8 and 12 October, in addition to 110 CAPF companies already provided to Delhi Police.

A police 'perception' campaign

The Hindu reported on 8 October that Delhi Police had begun examining the performance of its own social media content, and why its account of events during the July protest did not gain comparable traction. One official was quoted as saying efforts were being made to draw engagement on social platforms during the July protest of the CJP. Another official said the force was working with Meta, X and other platforms to examine why its content was not being amplified by their algorithms.

Allegations of pre-protest detentions

On the same day, The Hindu reported that the CJP and Left organisations alleged that protesters were being picked up from across the country ahead of the 10 October march. The CJP stated that a group of students travelling from Pune to Delhi had been detained midway and taken to an unspecified location, and shared a video purportedly showing young people inside a moving bus in Madhya Pradesh.
